Ask the seller for the full calculation before paying a deposit
An electronic vehicle passport alone does not show who calculated the recycling fee or why a particular coefficient was used. Before paying a deposit, ask for the full calculation, the document showing customs release and confirmation that the payment was credited to this VIN. The contracts should show how the vehicle passed from the payer to the current seller.
If the calculation will only be shown after the deal, you cannot assess a possible additional payment in advance. Different names in the documents do not by themselves prove an error, but the dates and contracts should explain how the vehicle passed from one owner to another.
Start with the basics
Check the VIN in every document where it appears. Record the dates of customs release, fee calculation, registration and each sale. Ask the seller for the complete calculation rather than a screenshot showing only one amount.
When not to pay a deposit yet
Do not transfer the deposit before seeing the calculation. If the contracts do not explain how the seller obtained the vehicle, or the import circumstances are only explained verbally, review the documents before paying.
